The Substance Awareness Traffic Offenders Program
For Those Who Need To Regain Their Driver License After A DWI Or A DUI
LACAB is certified with the MO Department of Behavioral Health (DBH) to provide the Substance Awareness Traffic Offenders Program. It is a multilevel outpatient education and treatment entity that assists DWI offenders in obtaining their driver license again. Clients are self-paying, with some state assistance.

SATOP Levels
A one hour individual screening session that places offenders in the correct level of treatment. Call for appointment.
OEP, is the level 1 Offender Education Program. It is a 10-hour seminar conducted at our office one time per month on a Friday evening and Saturday. LACAB clients will receive a letter one week before the program. They must call the office to register for that weekend. The current cost is $200, set by the state.
WIP, is the level 2 Weekend Intervention Program. It is a 20-hour one time per month program beginning on Friday night and ending on Sunday afternoon. LACAB clients will receive a letter one week before the program. They must call the office to register for that weekend. Meals are provided while in the program. The cost is reduced for most people by a sliding scale, based on your income. All clients will pay the minimum copay of $250.
CIP, is the level 3 Clinical Intervention Program requiring 50 hours of outpatient treatment. This includes individual counseling, process and education groups. We offer a 5-week program for those who can come twice per week for 10 hours of treatment. It too is on a sliding scale, based on your income. All clients will pay the minimum copay of $250.
SROP is the level 4, Serious and Repeat Offenders Program requiring 75 hours of intensive outpatient treatment at minimum of 90 days. It again is on a sliding scale, based on your income. All clients will pay the minimum copay of $250.
Some clients with more serious issues may be eligible for Medication Assisted Treatment.
When a client has successfully completed a qualified treatment program, it may be able to replace the need for a SATOP screening and assignment. We can fill out the required forms and complete your SATOP
Instructions for Completing SATOP with LACAB
The Substance Awareness Traffic Offenders Program is for persons with a DWI who are required either by a court or the Dept. of Revenue, to complete in order to reinstate lost driving privileges.
- There is an initial screening in our office that lasts about 1 to 1.5 hours. The cost is set by the State at $375. This may be paid by cash, money order, or credit card with an added fee. We do not take personal checks.
The screening is by appointment only. You must call our office in advance to arrange a time with a counselor.
- At this screening, you will be assigned a level of treatment, according to the laws of the state. When the assignment is completed, you will receive a completion certificate that is also forwarded to the DOR electronically.
All clients may complete their assignment at any state approved agency. We will still be responsible to provide your completion certificate. If you need any more information, please speak to our office.
